"Government and Parliamentary Libraries as innovators: supporting communities of practice"

The Government Libraries and Library and Research Services for Parliaments Sections invite proposals for papers to be presented at a two-hour programme in the next IFLA General Conference to be held on August 2016 in Columbus, Ohio, USA.

The session aims to address the ways that Government agencies and Parliaments with information and research services are leading or facilitating the creation of communities of practice, defined as groups of people – whether, Parliamentarians & Officials, Government Ministers & policy-makers & Civil Servants, librarians or experts – joining-up to solve organizational problems/challenges or tackle specific public issues. Requiring not only technology but the management of new processes and roles, these communities are able to organize activities or produce deliverables that can support the strategic goals of Government structures and Parliaments.

We welcome proposals from individuals and organizations who can share innovative views, methods and current implementations regarding communities of practices in the context of libraries or Government/Parliamentary units.

Subjects of interest may include

• Official collaborations amongst Government Ministries/Departments/Agencies for the creation of communities of practice
• Experiences/collaborations of effective communities of practice in Executive and Parliamentary branches
• Communities for sharing experience and work products in public affairs
• Use of change management principles in projects focused on communities of practice
• Participation of Government libraries/Parliamentary Libraries networks in communities of practice
• Communities for producing innovative products or services in Government/Parliamentary libraries
• Accountabilities in the management of communities of practice

Proposals should include

• Title of the presentation
• A detailed abstract of no more than 600 words
• Name, e-mail address, position (title) of presenter(s)
• A brief biographical statement of no more than 50 words

The proposals will be evaluated and notification of acceptance/rejection will be sent by 14 March 2016.

The presenters selected for the programme at the Columbus conference will be asked then to submit a formal paper (for inclusion on the IFLA conference website and the Sections’ websites) no later than 24 June 2016.

For collective proposals, at least one of the authors must be present during the session. All selected papers will be uploaded on the IFLA website.

The session will be conducted in English. All proposals and presentations will be required to be in English. Final papers can be submitted in one of the official IFLA working languages. If the paper is written in other official IFLA language than English, an accompanying translation in English must be attached.

Submissions

All proposals must be in before 26 February 2016.

Please note

At least one of the paper’s authors must be present to deliver a summary of the paper during the program in Columbus, Ohio. Abstracts should only be submitted with the understanding that the expenses of attending the conference will be the responsibility of the author(s)/presenter(s) of accepted papers.

All papers that are presented at the WLIC 2016 will be made available online via the IFLA Library under the Creative Commons Attribution 4.0 license.

Authors of accepted papers must complete the IFLA Authors’ Permission Form.

All expenses, including registration for the conference, travel, accommodation etc., are the responsibility of the authors/presenters. No financial support can be provided by IFLA, but a special invitation letter can be issued to authors.
